Why do products exhibit different behaviour when included on successive bills?

ContactsLaw makes certain assumptions about products when they are included on successive bills, depending on their charge policy and whether they have been included on previous bills. The following table summarises that behaviour:

* - refers to the first bill which the product appears on, as opposed to the first bill on the file.
